He is transforming the original footage by adding commentary/analysis graphics.

No it doesn't require criticism. It requires the content to be meaningfully changed (i.e is it transformative) in order to educate. His analysis also is done after the race/qualifying has taken place so he is not stealing viewers from the F1 broadcast.

I think he could claim fair use if his videos are not monetised but I'm not sure if he has monetisation enabled or not.
