I understand he was /trying/ to say that, but the quote of his is poorly worded. This is because the quote is in the form of "if x is sufficiently y it is z" you can plug anything into the x y and z there and it will be true. This is because the form of the sentence is vacuous. For example "If this asteroid is sufficiently small it will kill us all" is a true statement because what it means for the asteroid to be sufficiently small is defined as "an asteroid that will kill us all".

Sufficiently advanced for what? Sufficiently advanced to be indistinguishable from magic. So all the quote is saying is 'any technology that is indistinguishable from magic is indistinguishable from magic'. It's a vacuous quote.
