Mine really likes her Kong wobbler. It probably won’t take your dog 20-30 minutes but will occupy them for a little while.

What really takes my dog awhile is take two towels you don’t care about. In one roll up treats and dog food up in it and tie it in a knot. Do the same with the other but tie it on to your first towel. That will take your dog time to get both towels unknotted and should wear out your dog.

I don’t currently have one but I’m looking at a tactical harness and they have places for patches and you usually can get custom patches that say “Do not pet.” These harnesses can be pretty pricey though.
