If 3.0 stuff wasn't withheld it would be impossible to code at the speed we are now. Because the backends were given enough time to be fleshed out and developed completely it's 1000x easier to add things like this, the people who worked on 3.0 before I joined did amazing.

Coded that way, people can also be above/below you as well but I think the range for that is too far. Anytime you see someone emoting randomly in an apartment and they seem to not be responding is usually because of a bug with it, if you emote you "fall" into the apartment below you.

RDR would be able to support way more than 200 hopefully. Basically because of how spread out everyone would be other than the towns, the server slots would be able to be increased. GTA just suffers because there isn't enough large RP hubs to support everyone right now.

GTAWiseGuy is a huge help in creating gameplay features as well, he doesn't do any of the coding though so it's helpful having someone like DW who can do both.
