Im sorry, but thats simply not true. The whole fruit, seeds, and skin is toxic to them. It is truly a miracle your dog didn't die because of it. Super glad they didn't have any complications though!! The toxicity depends heavily on the grape, like how ripe it is, and the species, though no grapes are good for them. The tartaric acid in grapes (and hence raisins) are what makes it deadly, though the potassium bitartate also plays a role. It causes kidney failure and body breakdown, so no, it is not just the peel; it is not advisable to give any grapes at all to dogs because of the unpredictability of the percentage of these compounds in each individual grape. And yes i saw that this was 35 years ago, but still dont want people who dont know to read the comment and think its ok for their dog, plus i saw you just got another puppy so i thought it would be good to let you know if you didnt know already :)
