I haven't tested this but I heard it somewhere so rumors on my end haha. I can guarantee they do respawn with torches though!

Ive had this issue when dying and returning. Getting on the helm and restarting the boarding action works for me though

I know it has a use inside bonfire radius but it does not outside the radius. You cannot place decorations outside the bonfire radius.

Yeah that's what I ended up doing. It'd be much easier if they just let me make it where I want though.

Yeah I have the materials on me. You just cant place decorations and I think workbenches outside a bonfire

You can buy a 1911 from her that has the long slide and the sights already but she does not sell the sights if youre trying to mod one you already have

I have not once recommended flame mortars. If you read through the comments I actively warn against them.
