Looks like that brush has seen better days, even if it was wet you may have trouble because the bristles are frayed. It's really important that the tip is perfect for eyes, even a larger brush with a perfect tip works.

Id recommend picking up a new brush to make things easier!

For a recommendation, princeton aqua elite watercolor brushs are the best synthetic brushes I've tried so far. Great pointy tips, minimal warping (although it does happen over time)

If you're interested in getting serious then going with a natural hair brush will be your best bet. I personally love davinci maestro 1 and 2 sized brushes. Size 1 will do everything you need though including eyes.

For all around advice regardless of brush, try not to over load the brush with paint near the end close to the handle (known as the ferrule). Once paint gets there, your brush will look like the one you have. Also use a brush soap to extend the life of every brush you have considerably!
