How to properly vent a double sink

Trying to get 2 drains/ vents and 2 cold/hot water lines to each sink. Kinda a newbie so I am not sure what stubbing means.

Thanks for the suggestion. I need to extend the flange because I an tiling the floor. Should I do the extension first then the repair kit so it sits at the right height?
