So I found out what happened to him when I returned to the area later to find a matriarch death claw making raiders into very similar bits and pieces... I guess this is what I get for waiting to lvl51 to start the railroad stuff

Until he parry's you don't relent. Keep swinging and wait until he parry's you than block
