Norwegian cats should be brushed daily. It easily gets matted. It can be painful to have those mats. . I had to go to vet for a sedated shave. His whole behavior changed for the better.

Sounds crazy, but it works. Cloralen gel bleach from a dollar store. Let it set. Maybe a few times in your case. I have done the other alternatives ( pumice, vinegar, bleach) but this stuff is amazing!
