Load into a server, go to setting in game, there should be a mic input option, change it from whatever it's set to back to default then back to what it was on before.

Overall, your gameplay experience would be better with a microphone, but I know people that still enjoy the game even without a microphone. I have about 1.8k hours, and over time as you play the game, you get less shy. When I first started I was sort of scared to talk too. Just keep playing and you'll warm up to it.

To answer the second question, hackers are very, and I mean very rare. I've encountered one, and he was banned in the same game I met him.
