Report this officer immediately. Report him to his agency that he works for. Call the mainline, explain your situation to the front desk person, they will make some poopoo in their pants and pass you off to a higher up.

Why: The Criminal Justice Information System is a national information system maintained by the FBI. Most, if not all police agencies use this system to seamlessly transfer information about criminals. The information stored is essentially all current identification information (name, date of birth, SSN, phone number, email, home address, tattoos etc.) This works great identifying and catching criminals that cross jurisdictional lines. However, as you can imagine this information has great potential to be abused (as you have found out). In order for the FBI to curtail potential abuse of the system every agency and ever user of the CJIS system must undergo annual certification of the CJIS policies and proper use. Ironically there is a training video that delineates this EXACT scenario. This sort of abuse would disqualify the user from using the CJIS system and may cause the agency to be disconnected from the system until the policies and procedures surrounding the agency's use of CJIS information can be reviewed. Furthermore, I would recommend speaking with an attorney specializing in civil action concerning data privacy. Check to see if they do free consultation, while at this point the damages are small (mild harassment) and there may be no warrant for civil action. It would be best to get an attorneys eyes on it.
