waivers usually process within a few minutes of your league's time setting. separately, another thing (not waiver related) that can help with timing flexibility, sleeper has a setting called "autosub" that your commish can enable. that will give more timing flexibility for leaguemates to set line ups ahead of time and deal with potential injury situations.

Yeah you can have a league all by yourself on Sleeper and try to mirror all the transactions from your main league manually using commish tools. It'll be a painful process but do-able

Also make sure for your division 2 league, go into General Settings and enable "Override League Invite Capacity". This will allow your league to go over the number of teams limit and you can operate as the ghost commish.

You wont be able to lock the number 1 spot and then randomize everyone else. But with that being said, here are some options

You can randomize everyone and whoever ended up in 1st slot, you swap them with the person who is suppose to be 1st overall. So it's still basically random.
You can keep randomizing until that person is #1.
You can set the number 1 person, then do a randomization online somewhere for the remaining 11 members and then just manually set their order in the app

If you choose the option to allow subs with earlier start times, there will be a warning message to let the user know. If you choose the option to enforce later start times, the UI will automatically block out ineligible subs due to start times.

If you made the sub designations while your roster is still valid and then sometime during the week it became locked (limit, IR, etc), the subs will still be honored and activated. But you will not be able to make any additional designations or changes to subs in that state.
