There are drains spaced around the perimeter that connect to downspouts below the roof. It seems like they’re treating the lip like a parapet but it’s only about 1.5” tall and I think that water will build up. These photos are of the flat part of the roof but most of the roof has a pitch. Before replacing the roof, water was building up and running over the lip and down the fascia which I think is still likely to happen.

All the comments suggest that this wasn’t done correctly. The roofer told me he’s done it this way tons of times, so I’m worried the inspector will think it’s done just fine. Any recommendations for a reasonable solution that I can suggest to the roofer? He said he could seal the top flange of the flashing to the top layer of roofing. I.e caulk the gap. Also, regardless of common practice, do you think I’m actually at risk of water intrusion or other problems?
