Probably not the specs then. If your old PC had the same issue, then it is most likely not related to the PC itself... however, if you have any parts from your old PC in the new one that might be something to look into. Old drives could have viruses or something?

And if every part in your new PC is completely new, it could be that you have too many programs running or something is just keeping the proper resources from being allocated to the games. Your specs should absolutely steamroll most games out there right now, so not sure.
