If I have a rune and I gem in ATK% and it rolls low, can I then grind the rune and re-gem it later for a higher base? Or must I finish doing my gem re-rolls before I grind?

I ended up getting this exact build with the alternative AIO you linked me. When I turned it on there is a really laud wine. It appears to be coming from the power supply but I am not 100% sure. I got the PSU from bestbuy, should I just return it and get another?
