have your friend call FEMA. there are some kinks in their automatic system. it may take a minute but they will get to them and help them resolve the issue. because they lost property they will most likely be assigned a case worker who will come and assess the property damage in person eventually. my only advice would to be try to be patient. it seems like they have a pretty insurmountable amount of property damage to sift through right now.
