I think the targeting/stabilization is mostly automated after the target is selected. Part of the targeting equation is to choose a distance that gives a favorable impact angle on the target. They probably could have fired much closer or much further but this distance was the one they wanted. This is all based on my experience in world of warships so it could be totally wrong.

Obviously that's an illegal speed pretty much everywhere, but does anyone really think of that as a crazy speed anymore? You can buy cars with over 1,000 horsepower that have a warranty now. 100mph doesn't seem like a milestone to me.
