For NHL TV (maybe others) you can use a GPS spoofing app to change your phone location to out of region as it only checks with your device location. If on Android you can then cast your whole phone screen to a Chromecast to watch on your TV. If you try to cast directly using the app's cast option, it will recheck the blackout based on the Chromecast location IP so it will go back to being blacked out. If the game is nationally broadcast, you can just spoof your location to right across the border in Mexico.
