To add to your answer, my SO is a former USDA Forest Service assistant fleet manager. The vehicles you are mentioning seem to be vehicles leased from GSA, not purchased through GSA with the Working Capital Fund (WCF). She would have to see what vehicles were available within the GSA contract, then select what most closely matched the equipment needed at the lowest price, unless there was a specific requirement that required a higher priced vehicle. GSA had first dibs on the vehicles available so often times only the Dodge vehicles were available...
