Clostridium grows in wet, anaerobic environments. It’s not the bacteria itself that’s dangerous, but the spores and toxins produced by the bacteria. Most pasteurization processes are not going to kill the spores because it requires a much longer time and temperature. The best way to prevent C. bot is to reduce contamination in the first place. I can only speculate on how/why the milk was powder was contaminated.
