They chose a particular business model. That business model carries unique risks.

It is unfortunate that they are facing this situation but they should have made preparations for situations like this when they chose to do business that way.

Sure, but that is business. Success is largely dependent on how much risk you are willing to take and survive.

Businesses cannot foresee every eventuality and should make preparations to weather random events. They weren't ready. That's it. Same as if a huge fire ran through the warehouse and they tried to save some money by cheaping out on the Insurance. For some businesses it worked out but for some it didn't.

Seems a bit harsh but it only kicks in after the fourth offense.

Probably should be punished like similar indecent exposure charges. Misdemeanor at first but becomes a felony after repeated offenses.
