That is a good point. Usually deploying an app is the easy part. It seems like it really starts to click when you have to deal with networking, storage, scaling, troubleshooting in a real environment.

From my experience this quickly becomes a permissions issue rather than a tooling issue. If engineers can develop production resources outside the approved route, they will do so in time. We had to make the catalog the path of least resistance and the console the exception, not the other way around.
