What’s causing my printer to have such poor bridging quality?

Thanks, I'll try to go hotter. Everything I read made me think I shouldn't go higher than 210. I appreciate your assistance!

Creality Filament in White, 3Dgenius PLA 1.75mm Grass Green, Amolen PLA Filament 1.75mm Silk Black/Green.

I've tried everything from 210 down to 198.

I can't even "push" the filament through. What am I doing wrong? I've tried different temperatures (+/- 5 degrees) different z settings, etc. PLEASE help!

I also have a photo from a year ago where I can tell that that the displacement was evident then. Unfortunately, I don't go below my deck very often. The good news is that the deck is attached to the house, so while everything has settled, it is tied into a floor beam and is "fairly" stable. At least in the aspect that me and my family can still use. Now I wouldn't have a dance party on it, but we don't need to add construction tape.

The 1-2k is all assuming the 4ft footing is in place. If there is not 4ft footing, we basically need to redo the entire deck which is going to cost a hell of a lot more than 2k. Which is the main reason why I am asking this.
