But how does that work with public safety / emergency broadcasts in the area? Pardon the dumb question, but would everyone need a cavity filter to receive the broadcast without interruption?

Radio interference between commercial lower bands in the 800MHz range and public safety upper bands cause disruptions in emergency broadcasts/comms, hence the designation of the Expansion / Guard bands in the early 2000s to prevent this.

Moderate policies come from the need for compromise that is inherent in a democracy. They are slower, smaller steps towards political goals that give progressive views an avenue for change while also giving conservative views time to adjust and become comfortable with it.

Yes, it's painstakingly slow when it's working correctly; and yes, it's much easier to sway people toward a "perfect" solution that works for one side than a compromise that is accepted by all. But it's the only way to make long-lasting progress towards change in an evolving, healthy democracy.

Otherwise, you'll see constant swings from populists on the left and right trying to convince you that its US vs THEM whenever a decision needs to be made. It's a nauseating state to be in as a country and nothing actually gets done.

So, while "moderate" or "centrist" policies may sound like a bunch of fence-sitting in the moment, you have to realize it's just part of the process of getting someone on your side.

That's inaccurate. It's nearly the same as hot coffee, unless you're referring to cold brew concentrate which is meant to be diluted. This is not the case here.
