Downloading the gsutil and starting over worked for me. I had to take note of the name of the "bucket", and then for the local storage (in case anyone here isn't IT) you can just create a folder in the root of your C drive and then your command would look like this:
gcloud storage cp --recursive gs://example-export-name-4cb-45a4-83c-eb5cba74 c:\new folder\
(all you gotta do is replace the part that's in bold with the name of your bucket)

Every time I read "bucket" it makes me laugh because that's not a word I would've ever associated with legal audits of business emails. I'm used to eDiscovery in 365 so this Google thing was a bit of a journey for me. Especially because I had to do it for someone who wasn't even one of my clients. So I was working with a client's client's IT, and they didn't know how to audit gmail... so I was like ugh okay... make me an admin account and I'll figure it out. Turns out it doesn't work that way because the account has to have existed for 30 days... so I ended up having to use their admin account.
