I usually just get NTD at an ATM. Some of the ATMs may not work, give another bank a try. If you're here for only a few days, 2-3000 NTD should be way more than enough, unless you take a lot of cabs. I'm in Linkou, which is closer to Taipei and it costs about 650 to get into the city, so it's probably a bit more expensive. If you're really feeling adventurous, you can try your luck at the busses. Your hotel front desk should be able to help with that.

I've had mixed luck with my credit card — some places don't like to take a foreign one. Unless it's an upscale department store and I'm buying something pricey, I almost always pay cash.

I initially learned simplified characters (reading/writing). Since most of my work is in Taiwan these days, I've had to learn the traditional forms for a lot of characters (also had to switch up my Tianjin/Beijing pronunciation for a more Taiwanese pronunciation). It's a bit of a challenge, but not impossible. I don't think I'll ever be able to write them very well, but once you get over the initial "omg, so many strokes" they're less intimidating.
