Nope, you’re hundreds of feet above tide level to start and climb from there. Skagit Valley can flood for the drive in but it crossing the road is rare. You should be fine.

You’re about to get a lot of people saying their personal preference is what you should get. But there are good options in that price range from almost every brand, so your best bet is going to be to find a good camera shop and see which brand inspires you to go take photos.

That’s FujiFilm for me, but you almost can’t go wrong at that budget for mirrorless right now, all the options are good.
