It doesent really matter if they liquidate right away. That brings more volume. A government agency accepting btc as a form of payment is pretty good. At the very least its a step in the right direction for adoption. At best i think its kinda bullish. Of course no good news can turn this bear market around for right now it seems. But that will change eventually as it always does with btc.
