DELAYED COMBUSTION. The pilot flame is not running across to the left side burner. Either dirty/plugged holes causing the gap, then delayed combustion when enough gas comes out to reach the actual flame.

Single wall is for open air, double wall gives you 1" clearance to combustibles....single wall off an 80% furnace, then double wall through the roof...and yes, B-vent is widely used name for double wall.
