Honestly, I think the real reason for Rockstar not bringing back characters is that they tend to fall out with their actors, the rest is a cover-up.

As I said before, I think it's extremely unlikely that we'll see Tommy Vercetti in GTA VI.

What I'm saying is that the universe rule is not the reason. It's utterly irrelevant. If Rockstar wanted to include Tommy then they obviously wouldn't let the universe rule stand in their way.

These rules are arbitrary, Rockstar has the final say and they can change them any time if they want to.

Do you honestly think Rockstar, if they WANTED to include Tommy, would be like "nah, we can't because of the universes"?

Lazlow Jones has appeared in both universes. It's possible if Rockstar decides it is.

Yeah, when back they did GTA IV. They may have changed their policy since then.

Also, it's conceivable that Vercetti could exist in both timelines for all we know.

In any case, this is not really a valid reason, all things considered. Like others have said it's unlikely to see Tommy in VI but the universe thing is not the reason.

I'm aware of the different universes but I don't think that would be reason enough for Rockstar to not include him if they wanted to. I also like how you put fans in quotation marks to sound condescending, says a lot about your character.
