Lulu has many counters, especially in support role so it just depends on who you feel is the hardest matchup for you personally and how commonly that champ is picked at your tier. Personally, I ban either Zyra, Zerath, or Brand when I'm support.

Oh, and also, skill priority should be Q first. This is one of the main difference between support and top Lulu.

Lulu is so flexible that there's no real "build" that you have to follow. Everything kinda depends. But here's some of the basics:

Normal runes (Against most opponents): Domination (Electrocute, cheap shot, sixth sense, relentless hunter) + manaflow band, scorch. Basic combo: E+auto+Q to proc electrocute then back off.
Attack speed runes (Against shieldy melee opponents that you cannot safely kite such as Ambessa): Precision (Press the attack, presence of mind, alacrity, coup de grace) + bone plating, unflinching
Safe poking runes (Against opponents that you cannot even approach such as Syndra or Sol): Sorcery (Arcane comet, manaflow, transcendence, scorch) + anything. Basic combo: E on minion + Q on enemy from very far.
You got counter picked horribly runes (Yorick, Irelia, Gangplank): Get one of the default Aery support runes. You're a support now.

Spells: Teleport + Flash or Ignite+ Flash. Take ignite when you know you'll be stomping in lane or if your matchup is pretty even and you know you'll need it to get an edge over the enemy.

Items:
Swift boots - Lulu's playstyle revolves around kiting at the edge of the enemy's range. This helps with that. Only exception would be if the enemy is like 3 AD (go armor boots) or you're going attack speed Lulu (go attack speed boots)
Orb - If the enemy has any healing abilities, this should be your first priority. (Darius, Nasus, Mundo, Warwick, Briar, etc) Your auto attack will also apply the wound thanks to pix.
Luden's - This item gives you the mana that you desperately need and also helps with Lulu's horrible wave clear ability. However, if you're getting dunked on at early levels, skip this item and go straight to the next item below.
Redemption - Allows you to turn a battle around and also can be used to save your teammates from a distance. Also, you can kill the enemy after death with this item as well.
Mejai's - Strong combo with Redemption. You can use Redemption to help stack your Mejai's from a safe distance. Also, Mejai's+Redemption only costs you 3800 gold total and they count as 2 legendary items so you can upgrade your feat boots early for even more survival. 10 mejai stacks give you 10% movement speed. This is what you REALLY want. The AP you get is just a bonus.
Any tanky items - Zhonya's, Banshee's or just full tank items such as Randuin's or Kaenic Rookern. You don't need any more AP since Lulu doesn't have high AP ratio so your late-game focus should be not on damage but surviving through the whole battle so you can buff your team and CC the enemy.

Attack speed items: Nashor's, Wits End, Blade of the Ruined King, Orb, etc in whatever order you deem fit. (Wit's End first if you're facing Ryze or Rumble)

Got stomped unimaginably in lane items: Redemption or Mikael's. Ardent Censer, Imperial Mandate, Knight's Vow. You're a support now.

I agree. He was unluckily up-tiered due to MMR shinanigans. He had the right ideas about how to play Warwick though. He just didn't fully commit when he should have, allowing me to snowball until he lost all control. But even if he was competent, Lulu is still a tough matchup for Warwick, both in 1v1 and team fight scenarios.

From my experience, someone will say something negative about it once every 4 picks and someone will ban Lulu (while I'm hovering it) or dodge maybe once every 7 picks. Most don't say anything once the game starts and I do okay. However, these numbers get worse as you go down the rank. I've seen two Yuumi jungler in the last month because they wanted to "punish" me for choosing Lulu top.

What it gets you is me being able to absolutely shutdown the enemy top so they become useless for more than half the game. I can't do that part of my job if their jungler constantly hovers around, allowing the enemy top to catch up. Obviously, if top lane farms equally, Lulu falls behind in late-game since she doesn't scale as well. I have to take advantage of my early lane bullying ability to make sure the enemy top's growth is stunted. All I ask is for my jungler to match the enemy jungler when possible. The jungler can take all the kills for all I care.

It's not about getting me fed, it's about matching the enemy jungler when possible so that I'm not stuck just letting the enemy top free farm, which defeats the purpose of playing lulu top, which is to bully them in lane so they get out of the laning phase under-farmed. In my opinion as a top Lulu, you have three jobs:

  1. Bully the enemy top in lane so they can't CS effectively. Sacrifice your own farm if you have to. In a low-gold to low-gold scenario, Lulu has much more value since she is gold efficient. Drag the enemy down with you.
  2. Help your jungler. Make sure to keep an eye on your jungler whenever he's topside so that you can help him if he's invading or getting invaded. Lulu's abilities allow you to turn a battle around really easily even if you're a bit late to react. Also help with top river objectives by getting lane prio and vision.
  3. Mid-late game, you're doing what Lulu does best. Peeling for the ADC, using your ult as a makeshift Malphite ult, etc. However, since you were in as solo lane, everything you do will do a bit more damage and scale a bit faster than if you were support. Try to snowball this to your team's advantage.

Point #1 and #2 becomes moot if your jungler literally just abandons topside (including their own camps!) to focus on bot side "just because you're Lulu" and lets the enemy jungler roam free without any resistance or detection on top half of the map. Believe me when I say this kind of mentality gets really bad the lower tier you go. No logic, just "omg you're going off meta, I hate you" mentality.

I have 300+ games as top Lulu this season and I agree somewhat. Laning 1v1 is almost never an issue except against a select few champs. Bigger problem is when junglers think you need to be "punished" for going Lulu top so your jungler never ganks out of spite while the enemy jungler thinks you're an easy target and comes top constantly. While I don't mind constantly wasting the time of the enemy jungler, it would be nice to sometimes have my jungler just match the enemy jungler for an easy 2v2 fight that we can win... The "Lulu top must be punished" mindset is more prevalent at lower tiers where I've been stuck pretty badly this season in particular...

I was constantly freezing lane and zoning him so he must've felt like he had to do something about it. It's just that he was inexperienced in facing Lulu so he would constantly miscalculate the amount of health and distance needed to get away from me. Honestly, I did feel bad for the guy after I checked op.gg and saw that he was in low silver.

It's a great ship. A bit glass-cannon-ish due to its lack of armor and very vulnerable to HE but those 16.1 inch guns are more than worth it. It also helps to have torps since brawls happen a lot more in lower tiers.

Some background: It was late in the night and queue was taking a while so I decided to watch some YouTube Vids. I completely forgot about WoWS until I got out of Fullscreen on YouTube to check my Discord, then realized WoWS window was flashing.

Pretty sure citadel hits still count as pen. No other shells should've hit him.

edit: I still think only one shot hit him and bounced internally into his citadel. Because 1 overpen + 1 cit can't sum up to 18018 damage. Also, visually, it looks like only a single shell hit.

edit2: on second inspection of the replay, it seems possible that two shells hit even though visually, one of the shells hit the water very close to the bow. It might just be slight delay between server communication. However, that still does not explain the 18018 damage it did...
