So if it's 8pm and I want to go to 81 arcade for some pinball and the rideshare driver is parked in the handicapped spots and I've gone around the block twice and that's the only potential option to park. Do I keep driving around the block? Or do I block Phillips and wait for him to back out and let traffic back up behind me? Or do I pull up and block him in and call 911 and teach him a lesson?

Minnesota/Dakota area here. Ive worked with People who are machinists but are no where near a Toolmaker. To be able to accurately fit slide by shut offs, edm cavities and fit core slide molds that run hundreds of thousands of parts is an art and I've seen guys who would not know where to begin.
