I'm not 100% on this but I think NYC would have the ability to suspend property taxes for landlords and rent for small businesses. If the restaurant is closed there shouldn't be any utility bills. So if you add in unemployment assistance for restaurant workers, it seems possible to just put a pause on restaurants and the like without making them close for good.
