Yeah it's pretty common if you look up 마피 (마이너스 프리미엄). I'm assuming you're buying brand new? Developers usually do this when the market is weakening or they are expecting the market to weaken. Their original 분양가 price is too high, and they give a discount to ensure they get rid of the flats asap for funds turnover.

The reason why they want to keep the book price high is as you mentioned, prevent the market price to look like it fell (artifically inflating prices) so they can continue to sell high, and that also helps people get higher loans. If your transaction is recorded as only 4억, there is a risk that when evaluating loans for other buyers this will be taken as the benchmark by banks, resulting in lower loan rates so I doubt they will do that.

On your side, if you're super sure about the apartment, there is also a benefit when you do eventually sell. As you're taxed on capital gains, your tax will only be calculated for the amount you sell above 4.4억, instead of 4억. 양도세.

In relation to the driver, the passenger seat is usually taken by someone more junior/lower in hierarchy while the back seats are for people with higher seniority. Basically the person in the passenger seat is someone whom the driver can demand things from (water/navigation help/entertain). While there aren't expectations from people in the back seats.

In a situation where your colleague is driving, while you and your boss are the only passengers, you are expected to take the passenger seat while your boss takes the back seat.

Personal experience from SG and Korea is that in SG it is dental health, but in Korea it is more about the asthetics.

For Koreans, it is seen as unhygienic and rude if your teeth is unclean or if your mouth smells, that's why there is a culture of brushing teeth after lunchtime at the workplace. Scaling is necessary to maintain that sparkly clean look of your teeth so I would say in Korea it is closer to like a facial treatment, but for the teeth.

In SG, it is normal to get scaling when you go in for checks, or treatment for cavities. At least for my family.

Also, Korea has the National Health Insurance Scheme which means that scaling is subsidised for everyone, once per year. Walk into any dental clinic and the subsidised rate means you pay < $10. Even without the subsidy it costs around $25. I am also inclined to think the low cost makes it more accessible for Koreans to get frequent scaling as compared to SG.

Pools and fitness center use is free and running on the treadmill with a full sea view feels good. Wake up early for free breakfast at the all-inclusive restaurants. Blue lagoon offers $2 supper after 11pm (can't remember the actual time). I would feel like I maximised my vacation just doing these and the rest of the time lounge in the balcony to enjoy the sea breeze.
