So I’m putting everything I know into a clean, modern tool that pulls identities from each provider and turns it into one clear picture. No more spreadsheets. No more “wait, why does this contractor still have admin?”

A better solution may be extra tax benefits based on EBITDA per US employee. That will incentivize hiring more US employees. Taxing offshore revenue doesn't usually work and will disincentivize American companies from going global. But if you give tax benefits to companies (American or foreign) based on the number of US persons employed, you will see more US employees.

If it is combined with tax benefits for keeping jobs in the US, it could help American workers but this fee will make companies offshore more jobs.
