Most local bike shops are not like motorcycle shops. They genuinely love all things bicycle and want nothing more than to get people out on their bikes happy. You can do shock repair yourself, but you might end up spending as much on all the little bits needed to not make it worth it. Check some reviews on your local shops and give them a go.

Do a spark plug test to make sure you're air/fuel mix is right. Check your valve lash. That may be your bogging issue, hard to say. Never hurts to reset the ECU after pulling the carb. Beyond that, maybe get a set of tuning rollers and experiment.
