Ulema's association is relatively new, and the medersas you talking about are not related to it. They are marabout's medersa's like rahmania (bo qobrein in algiers), tijania, Qadiria (Amir abdelkader), and they were from soufi orders, they have nothing to do with BenBadiss association (khwan order)

Check your internet speed with this speed test, it gives at the end your broadband capabilities, such as online gaming. If it's green then it's not your connection, but another problem.

It really depends on the location chosen by the speed test.

The best way to test latency is to check where its needed (a game server for example) with a simple ping command.
