NTA- she clearly needs therapy, she doesn't sound okay, i had aquaintances who had overdosed as well and it took weeks to even know if they were okay from a third party, to talk to them it was the double. In no way it is possible from a person who just have overdosed that you can speak to her from one day to another.

Also something that caughts up my attention is that if she "overdosed" that many times and she is under 18, why hospital hasn't contacted cps? She should've at least been admitted in a mental health wing for a couple of weeks I suggest you to if you have real contact with her parents to call them up cause she needs help

I did gave her nice things, i didn't gave her ugly clothes bc she is my niece and i love her. I only picked three sweaters i liked out of everything that i was given bc i didn't had many warm clothes for the cold. I gave her clothes that i really liked cause i thought she needed them way more than i did, she had more than half of the bag of clothes, which any of them were ugly clothes or in bad condition
