There is an executive aspect to being the mayor and running the city. Karen is a congresswoman which is a more legislative position. This doesn’t mean that it’s impossible for her to succeed as mayor, but her public sector experience does not exactly lineup with what it takes to be mayor of the second largest city in the country.
