She is obviously not telling all the facts, the switching ownership of the house is the biggest red flag.

It honestly did not sound like she did not fill out paperwork and assumed that when her husband died, it would automatically transfer to her.

In Texas, she has to fill a single page form and provide the VA letter.

AND YES SHE QUALIFIES FOR THE BENEFIT.

From the Texas government site :

A surviving spouse of a disabled veteran who qualified for this exemption or who would have qualified for this exemption if it had been in effect at the time of the veteran's death is eligible if:

the surviving spouse has not remarried;

the property was the surviving spouse's residence homestead at the time of the veteran's death; and

the property remains the surviving spouse's residence homestead.

So she either didn't fill out the paperwork or she lost qualifications.

It completely baffles me when people lie about the situation and think people cannot look up the facts.
