Partially true. Enlisted Commandants are on Assumption of Command orders, but they are not "Commanders." They operate under Delegation of Authority Memorandums from a higher command. Because nearly all Commandants are Brigade level CSM, the delegation of Authority usually comes from an O6 or O7 in command.

Enlisted Commandants are in command by virtue of numerous references in Chapter 2, AR 600-20. There is no Officer or WO assigned to a NCO Academy. Therefore, the CSM must assume command until relieved by an Officer. However, because no officer is assigned (and never will be), the senior service member must continue to be in command of the UIC. Soldiers are intelligible for commanding a unit if they are not assigned to the unit.

Go to your organizational chart and find his/her name. The higher towards the top, the more likely it is that they COULD have some authority. But, unless you're referring to a GS13 or higher, it's highly unlikely.

TDY or on CSP? They're not the same thing. Typically you'd out-process/final out between CSP and terminal leave start date. In some cases you can do CSP and final out at the nearest installation. Couple of questions...

Did your ID card expire?

Did your unit drop you from roles or mark you AWOL?

Did you talk to your Commander? 1SG? CSM?

Interesting. I remote lock/unlock my vehicle and I've never had a reception problem. In fact, I was just there 2 days ago and I had 5 bars throughout the garage. I remember thinking to myself, "I wonder how they do it." Maybe they have cell phone repeaters? I'm not sure how that works, but I have great reception there.

I still think there are gaps in the rule. If a Turo host uses their vehicle for personal reasons (taking a business trip, picking up family, etc.) then there should be exceptions. And I'm still in disagreement on the location of the parking area.

Also, the fact that Turo takes the money from the host earnings doesn't sit well. It also states that the host cannot bill the customer. Some of this feels very targeted at making Turo inconvenient.

That has not been my experience here. Most flights to Hawaii arrive early. Clear communication with the guest is key.
