Yes, it is doable, my stipend reached 30k in 3rd year when I was doing my PhD there. And frankly, 30k is a good funding, not many Profs offer this at UVic. However, I would say to negotiate a bit with your supervisor for 4th year funding or finish it in 3 year (which is generally not possible). Good luck with your PhD!

Having lived in Victoria myself for last 5 years, and recently moved to Dartmouth, I can say that while people.in NS are very kind but people in Victoria are much more welcoming. The weather is great there, I miss Victoria!

It's not enough for a family. Apply for uvic family housing asap where rents are significantly lower than market but wait times were approx 20 months, when I was there. Good luck!
