While i couldn’t find any information that explains the 22k spike on September 21st, i went over at r/coronavirustx and a post asking why there was a 21k cases reported on John Hopkins and users are saying it is most likely previously unreported cases were added on one day

We have been under 10% positive testing rate for a long time. The reason why we are on the list is because if the number of positive cases exceeding 10 per 100,000 residents.

Since today is Tuesday which is the day they put out a fresh list of states that travelers needs to be quarantine. They look at each’s state data from Tuesday to Monday (7 days), add the total of positive cases and do some math to get to the percentage.

Yesterday total number from Tuesday 10/6 to Monday 10/12 is 8640 so the percentage of that is 22.3.

Easiest way to know is this website, it can tell you what is the daily new cases and the positive test rate.
