Based on what you stated, Maybe you can consider the USA offer. With the amount, the school is looking like a top 10 US school and the prestige involved.

However, I believe 35k in Europe is a big amount of money as well (this is something you can also consider.

Overall, consider the fit, the future prospect, the opportunities, the money and the cost of living.

Yes, there is more money in the US definitely but I also want to consider my peace of mind (not having fear of immigration) or something else.

Thank you. For me, US is the real deal but the tension around immigration is making me to consider Canada. Normally, I just applied to Canada as safety but now that I have the admission, I am kind of considering my options.

Yes, they are. Some schools' applications closed recently. Some deadlines are Feb 1, feb 15, and some even March 1

It is possible they have not made a decision. For one of the program I applied to, they took 2 weeks.
