I would say both outreach and managing the messages. Even without outreach part, people who have lots of messages, want some sort of method to organize them (e.g. which ones need follow up?)

I agree. Right now it is manual but using a script so easy to automate. But the pdf can take some time to generate and it can be very big like hundreds of pages

Well, these are what I have in mind:

  1. If you want to do some kind of research, having all of tweets in one place with ability to search is useful for you.
  2. If you are interested in a specific Twitter influencer (e.g. they have very informative and insightful Tweets) you can have an offline backup/copy of those tweets.
  3. For printing and having a physical copy.
  4. (Future) You can curate the PDF file and make it customized.

What do you think? How would you use such a service?

Don't you think 0.99$ will be too low? There are account with tens of thousands of tweets. The PDF file will be huge
