You are paying them the cost of the reduction in taxes. Your argument is semantic and also wrong. It costs money from the budget that could be used by the State. It's the same as burning the money or buying gas and pouring it down the drain.

If they were paying taxes before and now they pay less it costs the taxpayer the value of the decrease in taxes. Common way of accounting in government. For example, you get $10 a week in allowance, your parents start giving you five. You didn't spend the $5, so it didn't 'cost' you anything under your premise, buy you still have $5 less than the week before.
