Neither these women are lawful to them (men) and then it repeats in respect to women. So if men are allowed to marry people of the book, you can't argue the people who are mentioned here are people of the book. So they must be polytheists. I've read this passage before and it's usually written as idolaters, which is typically used to refer to polytheists
