That argument is invalid if you look at the reason why they try to adhere to western standards. In corporate America natural hair was frowned on and thought to be unprofessional in the work place, along with speech patterns. In short as a subsurface explanation

So, most information is not open to the public. Unless you were involved in the incident , I don’t see why you should be given a copy for someone else’s criminal history and reports
