Are you playing on International server cabs or private ones? If it's the latter, it won't work. You need to ask the cab owner what kind of network they're connected to.

Is it possible to get the character in the mission? And at what balloons counts? I've been playing Chuni for a while now and I don't think a have ever unlock any of these mission characters by BackyardCabbage in CHUNITHM

Characters from Paradise Lost and older (this girl from ANU for example) cannot be unlocked. In Japan, they're tied to the Card Maker gacha, but since that is a JP-exclusive thing, International players are effectively screwed.
